What’s Changing?
Language Proficiency Requirements
Currently, the language requirement for university and college graduates is different. University graduates need a minimum Canadian Language Benchmark (CLB) of 7, while college graduates need CLB 5.From November 1, 2024, the requirements remain the same for university graduates (CLB 7), but graduates from eligible fields of study will have to meet the new requirements.
Fields of Study Eligible for PGWP
Starting November 2024, only graduates from certain high-demand fields of study will be eligible for the PGWP. These fields align with Canada’s current labor market needs, particularly in sectors with significant shortages.
The eligible fields include:
- Agriculture: Farming, food production, and environmental sustainability.
- Healthcare: Nursing, medical sciences, and allied health professionals.
- STEM: Science, technology, engineering, and mathematics disciplines.
- Trades and Transport: Skilled trades, construction, and transport management.
By aligning the PGWP eligibility with these key sectors, Canada is ensuring that international graduates can fill vital roles in its economy.

Language Tests Accepted
In addition to completing an eligible program of study, you must also prove your language proficiency. Accepted tests include:
CELPIP (Canadian English Language Proficiency Index Program)
IELTS (International English Language Testing System)
PTE (Pearson Test of English)
Make sure to prepare for and complete one of these tests well before you apply for your PGWP.
